As you know, the bill filing deadline was Friday. With more than 8600 bills filed, the legislature will have its hands full. But what do you do if your issue has not been addressed? We have asked Denise Davis, Lisa Kaufman, and Kenneth Besserman - parliamentary and legislative law experts - to discuss options for getting your issues in the mix after the deadline has passed and to explore other legislative strategies that may be effective moving forward.
About our Panelists:
Denise Davis has extensive experience in drafting winning strategies on complex legislation, administrative rules, legal memoranda and briefs. Denise's experience working in the Texas Legislature includes several sessions as House Parliamentarian and Chief of Staff for the House Speaker.
Lisa Kaufman served in both the state and federal government, including Director of Budget & Policy and Special Counsel to the Speaker of the Texas House and General Counsel to a Texas Senator.
Kenneth Besserman has more than 30 years of legal and government relations experience. Prior to his current position as
Director of Government Affairs and Special Counsel for the Texas Society
of CPAs, Kenneth served as General Counsel for the Texas Restaurant Association, as Assistant General Counsel with the Comptroller of Public Accounts. Kenneth’s legal practice focused on state policy issues, government relations, administrative law, legislative matters, state budget and fiscal issues, public finance, unclaimed property, and litigation.
